To ask the Secretary of State for Education and Science what annual level of inflation has been used to calculate the projected cost of the student loan scheme.

Mr. Jackson

The costings set out in annex E of Cm. 520 were expressed in constant 1990 prices. To estimate the pace at which inflation will erode the real value of the grant, an inflation rate of 3 per cent. per annum was assumed.
