To ask the Chancellor of the Duchy of Lancaster whether he has powers to extend section 13 of the Industry Act 1975 to cover economic activities other than manufacturing.

The Secretary of State has no power to extend section 13 to activities other than those of manufacturing industry as defined in the Act.

The Government are very concerned about the high level of taxation imposed on textiles entering Turkey. The table shows the position for a range of textiles and garment categories; in each case the EC duty on imports from Turkey is zero. The Turkish industry voluntarily restrains its exports of certain textile and clothing products to the Community.

The continuing high level of Turkish import taxation is counter to the terms of the EC/Turkey association agreement.
