asked Her Majesty's Government:

Whether it was envisaged that, when title to the land adjacent to the Opera House was transferred to the Arts Council, it would be handed over to the Royal Opera House for a development providing for substantial parts of it to be sold for offices, shops, luxury flats and a car park, and whether the Covent Garden Community Association objected to the Royal Opera House Development Plan.

The transfer of the land surrounding the Royal Opera House to the Development Land Trust was intended to safeguard the future of the Royal Opera House and to enable it to maintain its position among the world's leading opera and ballet theatres. The Government believe that the Royal Opera House's outline proposals for the development of the land are consistent with those objectives. When final plans are submitted for approval, the Government will want to satisfy themselves that the views of interested parties have been taken into account.
