What was the outcome of their recent consultation exercise on the applicaton of the competition legislation to the functions transferred from the Inner London Education Authority to the inner London boroughs and the City of London.

We have decided to make regulations which will introduce a phased implementation programme for the introduction of competition under the Local Government Act 1988 between 1st August 1991 and 1st August 1992 and will provide that competition under the Local Government, Planning and Land Act 1980 will apply from 1st April 1990. Of the functions which will transfer to the Inner London boroughs and the City of London after ILEA'S abolition on 1st April 1990 the following functions will be subject to competitive tender—vehicle maintenance, ground maintenance, school catering, building cleaning; and building maintenance.
