§ Mr. MellorIt is not possible to identify separately the financing of National Health Service expenditure on services for this client group. They will have benefited, however, from the growth in expenditure on the National Health Service by around 40 per cent. in real terms since 1979. The Chartered Institute of Public Finance and Accountancy estimates that in 1988–89 gross expenditure on local authority personal social services for physically and sensorily handicapped people will total over £200 million.
