§ Mr. Mellor[holding answer 2 May 1989]: The decision whether desiccated liver powder is regarded as a food supplement or a pharmaceutical product for purposes of the imported food regulations rests with the port health authority responsible for the application of the regulations 421W at the port of entry. It is for the authority to make this decision on the basis of the facts which are available to it at the time of import, relating to the end use of the powder.
