To ask the Secretary of State for the Environment what progress has been made by the Property Services Agency in installing water meters in residential buildings owned by Her Majesty's Government; and whether a water meter has been installed at No. 10 Downing street.

[holding answer 11 May 1989]: Departments are responsible for water comsumption in the buildings they occupy: the PSA gives professional advice and recommends the installation of meters where justified on economic grounds.

Nos. 10, 11 and 12 Downing street are jointly served by one water meter.
