§ Mr. Douglas HoggIt is too early to take detailed decisions, but if the contracting out of the design, construction and operation of remand centres were to go ahead, I would expect inmates normally to he accommodated in individual cells, with some provision for circumstances where it is considered there are advantages for inmates to share with others.
