§ Mrs. Virginia BottomleyUnder the Government's proposals industrial processes scheduled for integrated pollution control will need a consent from Her Majesty's inspectorate of pollution to operate. That consent will require the generation and emission of specified polluting wastes to be minimised through the application of best available technology not entailing excessive cost. The consent will also require the minimisation of the impact on the environment as a whole of all waste outputs from scheduled processes.
