§ Mr. ArbuthnotTo ask the Secretary of State for Education and Science if he will announce his proposals for the local education authorities training grants scheme in 1990–91.
§ Mrs. RumboldSubject to consultation with local education authorities the main thrust of the scheme will continue to be the successful implementation of the Education Reform Act, in particular the national curriculum and associated assessment arrangements. My right hon. Friend also intends to include support for the introduction of teacher appraisal, eligible training for licensed teachers and pilot schemes for articled teachers, training in managing pupils' behaviour in response to the committee of inquiry into discipline in schools and training to develop teaching and assessment of competence-based qualifications in further education.
£120.5 million is planned to be allocated for training on national priority areas—an increase of £36.3 million on 1989–90—which will qualify for 65 per cent. grant and £94.7 million on local priorities which will qualify for 50 per cent. grant.
Copies of the consultation letter have been placed in the Libraries of both Houses.
