§ 101. Dr. ReidTo ask the Secretary of State for Scotland if he will make a statement on Her Majesty's Government's action to improve pay levels in Scotland.
§ Mr. LangThe Government have sought to create the conditions in which sustained growth in output and real incomes can take place. Pay levels, in Scotland as elsewhere, are essentially for employers and employees to determine, but the Government have removed a number of statutory obstacles to sensible pay determination and have encouraged employers to link pay to the performance of their firm. In their dealings with its own employees the Government have introduced more flexibility by means of performance-related pay, and new, flexible, long-term pay agreements.
