§ Mr. FreemanMr. Leeman was conditionally discharged from Broadmoor hospital in 1974 on the recommendation of his responsible medical officer and a mental health review tribunal. Discharge was authorised by the Home Secretary.
Mr. Leeman was not discharged from Broadmoor in 1981. A Home Office direction terminating the restrictions on his discharge under the Mental Health Act 1959 took effect when he was in Parkhurst prison.
