Mr. Rogers

To ask the Prime Minister what was the content of the exchanges that took place between the British and Malaysian Governments over a new overseas aid package, preceeding the signing of the memorandum of understanding on arms sales in September 1988.

The Prime Minister

There are continuous exchanges between the British and Malaysian Governments on aid, including offers of support for projects under the aid and trade provision. The Malaysian Government are well aware from these exchanges that we continue to be willing to support eligible projects from this source.

To ask the Prime Minister (1) if she will place in the Library the memorandum of understanding and letters between the Governments of the United Kingdom and Malaysia relating to an overseas aid package discussed in the autumn of 1988;

(2) what principles guided her discussions with the Malaysian Government prior to signing an agreement on an overseas aid package.

There is no memorandum of understanding between the British and Malaysian Governments on aid; offers of support are made for specific projects on a case-by-case basis.
