Mr. Roy Hughes

To ask the Secretary of State for Wales if he will give details of expenditure in real terms in(a) Wales and (b) Gwent regional health authority annually since 1979 indicating what proportion of that expenditure relates to (i) wage inflation, (ii) debt charges, and (iii) committed capital expenditure.

It is assumed the hon. Gentleman wishes to compare expenditure in real terms by Gwent district health authority with that by all health authorities in Wales since 1979–80. The information is given in the table.

Health authorities' accounts do not disaggregate outturn expenditure on salaries and wages between sums attributable to pay inflation and sums attributable to changes in the numbers and mix of staffing. Health authorities do not raise finance from private sources and are therefore not subject to debt charges.
