§ Mr. Frank FieldTo ask the Secretary of State for Health if he will publish(a) details of the monitoring he intends to instigate on his reform programmes for the National Health Service, (b) which organisations will be carrying out which pieces of monitoring and (c) the criteria used for measuring success.
§ Mr. Kenneth ClarkeHealth authorities will be expected to monitor progress on the review locally, and the NHS management executive will monitor progress over the country as a whole. The test of success will be the extent to which reforms help the NHS to provide better quality services for patients.
