§ Mr. WaldegravePerformance is varied. Hungary and Poland are continuing to take measures to improve human rights and political freedoms. There has been little or no improvement in Bulgaria or Czechoslovakia or the GDR. Romania is, I am sorry to say, in a class of its own.
