§ Lord James Douglas-HamiltonThe Secretary of State recommended a minimum average rent increase of £1.80 per week, which was a 9.55 per cent. increase, to the Scottish Special Housing Association. This recommendation was based on projections of costs and income and was set at a level which would sustain a reasonable level of repairs and maintenance of the stock. It was for the association's council of management to decide on the actual rent increase.
