§ Mr. MoynihanIt will be for the football membership authority to draw up the details of the scheme and submit proposals to my right hon. Friend the Secretary of State. The report of the working party which I chaired recommended that members of the scheme should have only one card but that this should be valid for any designated match including the 92 Football League clubs.
