To ask the Secretary of State for the Environment (1) how much he plans to spend distributing leaflets to households on forthcoming changes to the system of local government finance; and if he will make a statement;

(2) how much he plans to spend on press advertising in May 1989 on the new system of local government finance.

To ask the Secretary of State for the Environment what plans he has to publicise the national non-domestic rate and the revaluation of non-domestic properties.

I hope to announce shortly how I propose to inform the public of the effects of the statute creating the new business rate.
