§ The Prime MinisterThe European Council at its meeting in Rhodes in December 1988 asked the Commission to propose a charter of social rights taking into account the Council of Europe charter. There are as yet no formal proposals from the European Commission for any statement of social rights within the Community. We want to see positive and practical proposals to create more jobs.
