§ Mr. Douglas HoggOur proposals in the Green Paper, "Punishment, Custody and the Community" (CM. 424) were that treatment for drug abuse could be part of a programme of supervision in the community for suitable offenders. Effective treatment would need the co-operation of the offender, so it could not be made compulsory. We have no plans to set up compulsory centres.
