To ask the Secretary of State for the Home Department what plans he has to establish compulsory rehabilitation centres as an alternative to prison for drug misusers.

Our proposals in the Green Paper, "Punishment, Custody and the Community" (CM. 424) were that treatment for drug abuse could be part of a programme of supervision in the community for suitable offenders. Effective treatment would need the co-operation of the offender, so it could not be made compulsory. We have no plans to set up compulsory centres.
