Under what conditions local authorities are enabled to delegate any of their duties in relation to the poll tax to outside individuals or firms.

Lord Hesketh

Local authorities may only arrange for the discharge of any powers and duties conferred on them by another local authority, by a joint committee with one or more other local authorities or by a committee, sub-committee or officer of theirs. They may, however, contract with individuals or companies for the provision of services in connection with the discharge of these powers and duties. These general provisions apply to functions relating to the community charge.
