To ask the Secretary of State for Education and Science if the gap between the rate support grant additional allocation and the net effect of improvements to teachers' pay and conditions of employment, will be met in full from central sources.

My right hon. Friend is consulting the local authority associations arid others about his proposals to give effect to the recommendations of the interim advisory committee on teachers' pay and conditions m 1989–90. Paragraph 4 of my right hon. Friend's consultative letter of 16 February made clear that the Government do not intend to revise the rate support grant settlement on account of those proposals. The additional cost to local authorities of the proposals will be offset in part by the greater than expected reduction in the employers' contributions to the teachers' superannuation scheme which my right hon. Friend announced on 10 February.
