To ask the Secretary of State for Transport what representations he has received regarding hazards to road safety produced by drivers using car telephones while driving; what advice his Department gives on this subject to those responsible for ensuring road safety; and if he will make a statement.

We have received a number of representations. Most expressed concern at the safety implications of using in-car telephones in moving vehicles.

The revised highway code, issued in March 1987, tells drivers not to use a hand held telephone while their vehicle is moving, except in an emergency.

Anyone who can afford a car telephone can afford, and should use, a hands-free microphone.
