To ask the Secretary of State for the Environment when next he will meet the football authorities to discuss the implementation of identity cards for football supporters.

Mr. Moynihan

I have no present plans to meet the football authorities but would be happy to do so whenever they feel this would be helpful and a mutually convenient date can be found.

76. Mr. Baldry

To ask the Secretary of State for the Environment what is his latest estimate of the likely cost to football clubs of introducing a football membership scheme.

Mr. Moynihan

It is not possible to estimate the financial effects of the scheme until its details, particularly the technology to be employed, have been settled. I understand that a number of companies have said that with co-operation from the football authorities and proper marketing and management, the scheme could be set up and run at no cost to the clubs.

To ask the Secretary of State for the Environment what his proposals are for the transfer of football passes between one person and another.

The details of the national membership scheme for football supporters will be for the football membership authority to draw up and submit to my right hon. Friend the Secretary of State for the Environment for approval. A central premise of the scheme is that membership cards will not be transferable.
