To ask the Secretary of State for Education and Science if he will publish details of student grants for the 1989–90 academic year.

I announced on 16 December,Official Report, column 755, that the main rates of student grant would be increased by 5 per cent. for students studying outside London and by 9.3 per cent. for London students. I am publishing the supplementary allowances today; details have been placed in the Library. Most will rise by 5 per cent. in line with the main rates of grant, but allowances for students with dependent children will be increased on average by 10 per cent. There will be some minor modifications to the Education (Mandatory Awards) Regulations. These include the reclassification of some countries for the purpose of determining the level of grant for study abroad, and some relaxation of the rules relating to parental contributions for married students and students who have been in care.
