To ask the Secretary of State for Transport what conclusions he has reached on the recommendations of his Department's scrutiny of the railway inspectorate.

Since this scrutiny was completed in 1987, we have consulted interested organisations on its many recommendations and I have had the advice of chief inspecting officer, who was appointed in 1988. I am now placing in the Library of the House a note setting out the action that is being taken. Most of the recommendations of the review are being followed up; only four are rejected. I am proposing to review whether any further changes are needed in the interests of efficiency and effectiveness, across all the functions performed by the inspectorate.
