asked Her Majesty's Government:

When they expect the investigation into Mr. Earl Barton's complaint against the police (H.L. Deb., 9th November 1988, col. 719) to be completed.

I understand from the Police Complaints Authority that the investigation is nearing completion, but the final report has not yet been received by them. Consideration will then be given to the questions of possible criminal or disciplinary proceedings. It will be several weeks before the entire process is completed. This is not a matter in which my right honourable friend the Home Secretary has any power to intervene.
