asked Her Majesty's Government:

Whether they have powers to require the Royal Borough of Kensington and Chelsea to take action to keep the areas between the museums and South Kensington Underground Station clean and free from litter, and if so whether they will do so.

The removal of litter from highways (except motorways) is the responsibility of the local authorities and we believe that the frequency and standard of cleaning should be a matter of local determination, taking account of the particular circumstances of the area and the wishes of the electorate.
