§ Mr. WaldegraveWe made clear to the South African Government our serious concern about certain features of the draft Disclosure of Foreign Funding Bill, which has since been amended substantially. We shall continue to make clear the unacceptable nature of any legislation which restricted or inhibited the provision of aid funds to the black community.
