asked Her Majesty's Government:

Whether, in view of the statement by Lord Hesketh on 20th February 1989 (Official Report, cols. 413/4) during the Committee stage of the Football Spectators Bill [H.L.] that "We shal not implement the scheme until we are satisfied that it will work effectively and efficiently"…"and that the football authorities have it in mind to test equipment …", they will state when and where these tests will take place.

The details of the national membership scheme for football supporters, including the equipment to be used, will be for the Football Membership Authority to draw up and submit to my right honourable friend the Secretary of State for the Environment for approval. The football authorities wish to form the authority and have established a working party to develop a scheme and consider the various technical options available for its implementation. We understand that it is their intention that a programme of pilot testing of suitable equipment should form part of this work but it is for them to answer questions on the details of those tests.
