§ Mrs. Virginia BottomleyDiscussions at ministerial level on vehicle emission control issues are a frequent feature of the European Community Environment Council meetings and the preparations for them. If the common position on stage II of the Luxembourg directive 321W for small cars reached at the November 1988 Council is adopted following completion of the co-operation procedure with the European Parliament, we expect that virtually all cars will need to be fitted with some form of catalytic converters.
