§ Mr. ForthThe Hearing Aid Council Act does not require or permit the Secretary of State to review the council's code of practice. The Act requires the Secretary of State to approve the code proposed by the council and any amendments that it proposes to it. The Secretary of State can make his approval conditional upon certain modifications.
