§ Mr. CopeI have not made a study of workfare schemes in the United States of America during the last 12 months. Some two years ago Professor John Addison of the university of South Carolina completed a study of such schemes as part of a wider research project commissioned by my Department. A summary of his findings were included in the Blaug report on workfare and a summary was published in "Economic Affairs" in May 1988.
