§ Mrs. RumboldUnder section 15 of the Education Reform Act 1988, my right hon. Friend designated for transfer to the School Examinations and Assessment Council all SEC staff who did not by resignation indicate their unwillingness to serve in suitable posts. Mr. Paul Scruton was duly transferred to a post in SEAC to which he was eminently suited.
