§ Mr. FreemanCapital expenditure work has progressed as expected during 1988–89. The regional health authority has recently approved its major schemes capital programme for 1989–90 and it is expected that approval for capital projects up to 1991–92 will be given later this year. This is in line with the region's policy of only issuing a firm capital programme on a rolling three-year basis.
