To ask the Secretary of State for Energy if he has any plans to introduce a system of compulsory carrying by all categories of offshore workers of a logbook showing the bearer's qualifications, skill level, training achieved and medical record; and if he will make a statement.

No. It is for an employer to ensure that his employees are adequately qualified and trained for the duties they are required to undertake. The Health and Safety at Work etc. Act 1974 places a duty on an employer to provide the necessary instruction, training and supervision to ensure, as far as is reasonably practicable, the health and safety at work of his employees.
