To ask the Secretary of State for the Home Department how many(a) stipendiary and (b) lay magistrates there are in England and Wales; and if he will list the cities in England and Wales in which stipendiary magistrates operate.

I have been asked to reply.

In England and Wales on 1 January 1989 there were (a) 63 stipendiary magistrates and (b) 28,211 lay magistrates.

Stipendiary magistrates regularly sit in Birmingham, Cardiff, Doncaster, Kingston upon Hull, Leeds, Liverpool, London, Manchester, Merthyr Tydfil and Aberdare, Pontypridd, Salford, Sheffield and Wolverhampton. When necessary a stipendiary magistrate has been authorised to sit in another area for a period.
