To ask the Secretary of State for the Home Department if there has been any change in the advice given to chief constables concerning the appointment of special constables as in the case of Sealink Harbours Ltd.; and if he will make a statement.

There has been no change in the advice given to chief officers of police about the appointment of special constables for their police force area under section 16 of the Police Act 1964. Chief officers are not parties to the appointment, by Justices, of persons nominated by a statutory harbour authority (under the terms of the Harbours, Docks and Piers Clauses Act 1847) whose special constabulary powers apply only within the port and one mile around it.
