To ask the Secretary of State for Defence at what point after take-off an aircraft is considered to be on a low-level flight; and if that definition always applies in determining low-level flight accidents.

[holding answer 18 January 1989]: An aircraft is judged to have been involved in accident at low level when the accident occurs after it is clear of the airfield area and it is engaged in the low-flying element of its sortie.
