Why they have decided to defer action to change the present arrangements for British summer time, what further consultations are necessary and when they are likely to be completed.

The Government have not deferred any action. We shall issue a consultative document on summer time to enable us to assess whether there is support for change. In the meantime, a draft statutory instrument, extending the present arrangements for the period 1990-1992, will shortly be laid before the House in accordance with the latest EC directive. This will not inhibit Parliament from enacting legislation for change thereafter, or even during this period.
