§ Mr. RidleyThe changes are set out in the rate support grant report (England) for each year. Further information is contained in the "Blue Book", "Grant Related Expenditure: How the expenditure needs of local authorities are assessed for block grant", and the "Green Book", "The technical handbook of grant related expenditure", published each year. Copies of these publications for years up to 1988–89 are in the Library. Blue and Green Books for 1989–90 will be published shortly.
