asked Her Majesty's Government:

Whether they will confirm that blind people will not be expected to receive state benefits from cash dispensers, in view of the difficulties which blind people experience in operating these dispensers.

There are no plans to introduce cash dispensers as a means of paying state benefits. However, we are continuing to examine whether such methods offer advantages over existing methods of payment. Any examination will have full regard to the difficulties which blind people experience in operating cash dispensers.
