Friend's invariable practice to notify applicants and others concerned of his decisions on planning appeals and called-in applications when they are finalised, and not before. Decisions on the group of appeals and called-in planning applications for major retail developments in Greater Manchester and north-east Cheshire have not yet been finalised.
