§ Mr. Teddy TaylorTo ask the Secretary of State for the Home Department if he will seek to establish from the European Commission whether the directive on the harmonisation of conditions of residence, as proposed in the Community "Charter for Fundamental Social Rights" Com. 89–248-final, will fall to be presented to the Council on the basis of majority voting.
§ Mr. RentonThe voting arrangements for a particular proposal depend on the substance of the proposal and on the specific article(s) of the treaty of Rome, as amended by the Single European Act, appropriate to this. Until a draft proposal is agreed by the Commission it is not possible to know on which article the Commission will be basing its proposals.
