To ask the Secretary of State for Defence, pursuant to his answer to the hon. Member for Don Valley of 2 March,Official Report, columns 253–54, if he will make a statement as to what factors Her Majesty's Government consider to be the essential constituents of a fully effective, reliable and survivable deterrent.

Member to the second memorandum submitted by the Ministry of Defence to the Foreign Affairs Committee on 11 May 1988, which was published on pages 35 to 37 of the minutes of evidence in its third report of the 1987–88 Session (HC280). Paragraphs 6 to 8 in particular contain the information he seeks.
