To ask the Secretary of State for Education and Science when he expects his proposals for attainment targets and programmes of study for English for pupils in junior and secondary schools to be published for consultation.

My right hon. Friend the Secretary of State for Wales and I have now formulated our proposals for attainment targets and programmes of study in English for pupils in key stages 2 to 4 (broadly ages eight to 16). Our proposals endorse without modification the relevant recommendations of the national curriculum English working group, and build on the provisions in the order covering English in key stage 1 laid before Parliament on 31 May. We are grateful to the group for its clear and helpful advice.

I have today referred our proposals to the national curriculum council to start the consultation in England required by the Education Reform Act. My right hon. Friend will be initiating separate consultations in Wales as required by the Act. I have placed a copy of our proposals and the working group's report, together with a copy of my letter to the national curriculum council, in the Library.
