§ Mr. GummerThe Personal Community Charge (Students) Regulations 1989 were laid before the House on 17 March. They provide for certification officers in all relevant educational establishments in England and Wales, and place a duty on them to issue a certificate in the prescribed form to each person pursuing or about to pursue a full-time course of education. The regulations will come into force on 1 October 1989.
