Whether negotiations on ground-based short-range nuclear weapons will be conducted by the United States alone.

The comprehensive concept of arms control and disarmament agreed by heads of state and government at the recent NATO summit in Brussels states that, once the implementation of an agreement on conventional arms is under way, "the United States, in consultation with the allies concerned, is prepared to enter into negotiations to achieve apartial reduction of American and Soviet land-based nuclear missiles of shorter range to equal and verifiable levels."
