§ Mr. GummerTotal outstanding loan debt on local authority owned dwellings in England and Wales at 31 March 1987 was approximately £25 billion. The Department does not collect information on the capital value of local authority dwellings. However, the 1986 English house condition survey estimated the total capital value of local authority stock in England and Wales at 1 November 1986 to be £123 billion, based on market value with vacant possession.
